This action follows a seven-day ultimatum given to the governor, which expired without the budget being submitted.

The assembly’s decision effectively blocks the Rivers State Consolidated Revenue Account, preventing Fubara’s administration from spending state money until the budget is officially presented and approved.

This move underscores the ongoing political tensions between Fubara’s faction and supporters of his predecessor, Nyesom Wike, with frequent interventions aimed at resolving their disputes.
